Reminder: Putting Our Money Where Our Mouths Are: The Federal Budget and Food Insecurity
The Issue: Finance Minister Jim Flaherty will soon table the 2013-2014 federal budget, but it is unlikely to seriously address the problem of food insecurity, which affects nearly four million Canadians. A growing number of citizens, especially the homeless, the long-term and short-term unemployed, single-parent families, Aboriginal peoples and students, are turning to food banks, shelters and other social services to meet their immediate needs.

One of the great deficiencies of our nation is that there is no national policy to ensure food security for all.

The federal budget can and should be used to establish forward-looking policies, fiscal measures and spending programs that solve these and related problems - for the benefit of all Canadians.

Food 'insecurity' a big problem
Eleven per cent of Belleville's population struggles to find three squares a day but a group of local social service agencies are hoping to reduce that number.

"Some people think it's more connected to food safety but, actually, food security means that all people have access to enough safe, affordable and nutritious food without social or economic barriers," stated Cathy McCallum, chair of the Food Security Network.

Food banks a 'Band-Aid' solution to poverty: Victoria advocacy group
Peggy Wilmot recalls a young mother walking through the door at St. John the Divine to collect her monthly quota from the church's food bank.

Wilmot was excited to tell her about the Good Food Box program, a $6 hamper of affordable produce sourced from local farmers. "We started bringing in sample boxes, showing people what they could get," she says.

The woman seemed interested, but when she found out the price of the fresh kale, squash and root vegetables, she said she simply couldn't afford it.

"She said, 'I get $610 a month, and my rent is $640. There's nothing left over. In fact, I still have to scramble to figure out how I can make up the difference,'" Wilmot says.

Victoria wants to end food-bank need within five years
Victoria councillors want to help eliminate the need for food banks within five years.

Councillors last week unanimously endorsed a resolution put forward by Coun. Lisa Helps pledging to encourage the provincial and federal governments to eliminate the need for food banks by 2018.

The resolution also calls on the city to help support community and government agencies and the private sector to establish programs that build knowledge and skills "to help people move towards healthier and more secure and dignified access to nutritious food."

Professor Says Food Banks Should Close
More and more Canadians are using food banks. A new report found that the number of people turning to food banks is growing, especially here in Manitoba. Elaine Power is an Associate Professor in the School of Kinesiology and Health Studies at Queen's University. She says it's time for food banks to close. Power has researched hunger and poverty for years and has volunteered at food banks. She spoke to Terry MacLeod.
